Conrail ended its ownership and operation of the Bloomsburg Branch and the Center County Cluster on July 31, 1984. SEDA-COG Joint Rail Authority became the new owner. Richard Robey, the new operator, renamed the Bloomsburg Branch the North Shore Railroad (NSHR), and the Center County Cluster the Nittany & Bald Eagle Railroad (NBER).

Conrail provided an OCS for the dedication ceremony of SEDA-COG Joint Rail Authority and the new operator. The NSHR ceremony was Aug. 14, 1984 and the NBER ceremony was the following day.

This photo shows the OCS doing a photo runby at a rural crossing north of Northumberland for the media. Other interested folks benefited as well!

CR 7977 (PC 7977) was the OCS locomotive for these ceremonies. CR OCS cars were #10, #12, #26, & #11.
